Offshore Wind Decommissioning
Collaborative research with Silvana Birchenough on how legal arrangements in European waters structure end-of-life decisions for offshore wind farms, and when ecological evidence supports retention or partial removal.
The work
End-of-life decisions for offshore wind farms intervene in marine environments altered by decades of infrastructure and restricted seabed use. The project examines how legal and administrative arrangements in European waters structure assessment timing, baselines, alternatives and evidentiary burdens, and under what conditions ecological evidence supports retaining or partially removing components rather than complete removal.
The comparison concerns submerged foundations, scour protection and cables at fixed-bottom farms after generation ends. Neither a uniform removal obligation nor a general ecological exception resolves the component-level comparisons.
